Q: Will it cute sweet potatoes?

Yes it will. You will need handle extension and it is harder than a regular white potato, but it will do the job.

Q: How well do the suction cups hold?

they hold great when put on a dry surface. when put on a damp or wet surface it slides some.

Q: Does it cut rutabagas?

My wife just love it, we had to buy another one for my daughter she kelp coming to get it and not bring it back.

It's a little tough using the thin fries setting (quarter inch) but quite manageable for the wider (half inch) setting. Sweet potatoes, themselves are hard, so you have to use a little more force but the results are worth it!
